The planner evaluates only the supplied manifest. It makes zero network requests and stores nothing.

SHA-256, ETag, and modification dates identify resources whose cached representation can be reused.

Content-type, item-count, byte, and modification-window limits make deferrals explicit instead of accidental.

Cached validators become standard conditional request headers, allowing unchanged resources to return 304.
